Case Study: How we drive collaboration in the city centre
Working in partnership is essential in ensuring a successful city. In order to do this, Liverpool Business Improvement District spearheads collaboration.
In the city centre
With Levy Payers we work together in groups like: the Williamson Square Activation Group, Hope Street CIC, Waterfront group, Accommodation Breakfasts, Hospitality Watch, Security & Car Park Watches to gather insights, identify priorities, and tailor services. This can then lead to decision-making through consultations, forums and strategic working groups.
For the Business Crime Reduction Partnership, it is essential to work together with partners such as Liverpool City Council, the Whitechapel Centre, Merseyside Police, Nightlife CIC, and City Watch to ensure a safe and thriving city centre. The BID works closely with these partners for public realm improvements, cleansing, safety, transport planning, and events. Joint initiatives include street cleaning, lighting projects, wayfinding, infrastructure repairs and citywide campaigns. These partnerships help reduce crime, improve safety, deliver safer nights out, and share intelligence across the city centre.
- 2025 alone so far has seen:
- In February, the city centre received its 15th Purple Flag award. This could not be achieved without the hard work from partners working together to ensure Liverpool is safe for nights out.
- In June, we delivered a Business Crime Reduction Conference, inviting partners and businesses to sit down and discuss crime in the city centre, and how this can be reduced by working together.
- In October, working with Safer Pods and Merseyside Police, we funded a city centre safer pod to reduce crime as part of National Business Crime Awareness Week. Numbers show already just how effective these pods can be for safety in Levy Payer businesses.
For marketing and animating the city centre, working with partners to deliver campaigns such as:
- Citywide trails
- Major events
- Seasonal campaigns (e.g., Christmas, Eurovision legacy, Halloween trails)
are all integral to ensuring dedicated placemaking and city centre marketing for Liverpool through a joined-up approach. Shared promotion boosts footfall, event attendance, and economic activity, supporting inward investment to future-proof our city.
With other Business Improvement Districts
Working with groups such as High Streets UK, which includes Business Improvement Districts (BIDs) from major cities such as Liverpool, Birmingham, Bristol, Cardiff, Edinburgh, Leeds, and London, we work as a group to develop programmes and policy recommendations which will enable flagship UK high streets to drive local and national growth, aligning with the Government’s focus on creating a productive and sustainable economy.
